Set within Los Angeles in 1947, the game follows the story of Los Angeles Police Department (LAPD) detective Cole Phelps, who solves a range of cases across five divisions, but soon finds his personal life falling into a turmoil when he becomes involved in a particular case that ties into his past as a member of the US Marine Corps during World War II the storyline also briefly follows Jack Kelso, a former member of Phelps' unit in the war.
